Under the government's Energy Company Obligation (ECO4) program, energy suppliers can fulfil up to 50% of their obligation by installing energy-saving measures in eligible owner-occupied or private rented homes. Local authorities can declare specific households eligible for this phase of the program, which is optional for both local authorities and energy suppliers.
Residents of Knowsley may receive communications from companies or lead generators offering energy-saving measures under the Energy Companies Obligation. These measures may include:
- Replacement boilers and heating systems
- Insulation (wall, loft, and underfloor)
- Renewable energy technologies (solar panels)
Companies or lead generators will verify a resident's eligibility based on national or local criteria. Those who qualify through Knowsley Council's local eligibility criteria (see Statement of Intent below) will be asked to provide proof of eligibility and sign a privacy agreement to share their data.
The company or lead generator will then submit an application form to the local authority, and if the eligibility criteria are met and the correct evidence is provided, a "Local Authority Declaration" will be issued.
This declaration does not guarantee any grant funding, as grants are provided at the discretion of the installation companies and are subject to a home energy survey.
Knowsley Council does not oversee the Energy Companies Obligation program or recommend any installation companies. The Energy Companies Obligation is administered by OFGEM, and all installers working on the scheme must be registered with TrustMark.
